Surigao del Norte steps up post-Odette shelter recovery

In the wake of the massive devastation wrought by Super Typhoon Odette last December, the Surigao del Norte provincial government teamed up with the Department of Human Settlements and Urban Development (DHSUD) and the United Nations International Organization for Migration (UN-IOM) to fast track post-disaster shelter recovery efforts.

The recovery plan was unveiled during the Post-Disaster Shelter Recovery Planning Workshop held last February 16-18 at the Philippine Gateway Hotel in Surigao City.

Fully supporting the effort are various international relief organizations such as the USAID, People of Japan, Islamic Relief, Catholic Relief Service and Community and Family Services International, as well as local aid organizations such as the Philippine Red Cross, SEDFMI and REACH Foundation.

The Surigao del Norte Provincial Planning and Development Office (PPDO) said that the local shelter plans of the city and municipal governments are essential in ensuring the province’s capability  to immediately implement appropriate housing projects for the affected communities, which not only include the informal settlers but also those living in hazard-prone areas and no-built zones.

Thus, a review of Comprehensive Land Use Plans (CLUPs) of the component LGUs was slated for the first week of March, followed by trainings on geographic information system (GIS) and climate and disaster risk assessment (CDRA), and a workshop on the local shelter and resettlement action plan in April.

Also lending support to the effort are national government agencies such as Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), Department of Health (DOH), Philippine Statistics Authority (PSA), Office of the Civil Defense, Philippine Coconut Authority (PCA), and the key shelter agencies.
